The School Board met on February 18th for a Special Board Meeting. The Board went into executive session on a personnel issue and adjourned taking no formal action.

SINCE MY LAST SCHOOL BOARD UPDATE

The School Board met on February 7th for a Board Work Session. Board got an update on the Ohio Online Academy. The board had got an update on the progress of the Phone Survey on the Bond Issue. The board will get the results of the survey to review sometime in March. Board also got an update on the changes to the few delay starts at the high school to allow teachers and staff to prepare for the new Common Core standards. Because of some traffic issues, the high school will do an early release and the High School Principal will be updating parents and students on these changes as well. Board had a discussion on the state Physical Education Wavier and PE options in the school district. Board had some discussion on the Governor’s budget and new school funding plan. The board and district continue to review the plan and early district simulation figures. Board got an update on the district’s transportation needs for next school year. The Board had an Executive Session to discuss personnel. The Board also reviewed February Regular Board Meeting agenda items, and such other matters that came before the Board.

Governor John Kasich’s New School Funding Plan Update
After reviewing Governor John Kasich’s new school funding plan called Achievement Everywhere: Common Sense for Ohio’s Classrooms that was released on January 31st. I must say it is a lot to digest on the surface. While it is encouraging that the Governor says that no district will receive less than it did in the current 2013 fiscal year. I think it is too early to tell if this helps or hurts the North Royalton City School District one way or the other. The details are always what counts with a budget proposal. A key piece of information that we don’t have yet are the simulations by district. Below are some other highlights from the Governor’s School Funding Plan:
• 5.9% and 3.2% increases in base funding for fiscal years (FY) 2014 and 2015, respectively.
• Funds targeted to lower-wealth districts.
• No change from existing levels in the Tangible Personal Property (TPP) and Utility Tangible Personal Property (UTPP) tax replacement payments.
• No districts would receive less money than they do in FY 2013.
• Funds targeted for special needs students and for equal access to early childhood education.
• Grant funds available to help districts investigate innovative programs to maximize resources.
• $8 million for school safety grants.
• Proposed relief from certain mandates.

School Board Member Dan Langshaw announces another Historic Run but this time for City Council

FOR IMMEDIATE RELEASE

February 1, 2013

(North Royalton, Ohio)— As his four year term as a North Royalton School Board Member draws to a close, Dan Langshaw has decided to run for North Royalton City Council for Ward 3.

Due to an open seat created by Don Willey being term-limited, Langshaw wants to continue his commitment to public service by being part of the positive momentum taking place in North Royalton.

Dan looks forward to bringing his energy, experience and dedication to his hometown and its residents.

School Board Member Dan Langshaw’s Statement on Governor John Kasich’s New School Funding Plan

After reviewing Governor John Kasich’s new school funding plan, I must say it is a lot to digest on the surface. While it is encouraging that the Governor says that no district will receive less than it did in the current 2013 fiscal year. I think it is too early to tell if this helps or hurts the North Royalton City School District one way or the other. The details are always what counts with a budget proposal. A key piece of information that we don’t have yet are the simulations by district. Also there are some questions that I believe we need to ask. Will the Governor’s new school funding plan restore the $3 million dollars in cuts he and the General Assembly made under HB 153 the last state budget to our school district? Kasich is the fourth straight governor to propose a new school funding plan, what makes his plan constitutional to comply with decade old Ohio Supreme Court case DeRolph v. State? Finally, are the revenue sources stable enough to fully pay for this new plan? As the Board Legislative Liaison, I don’t plan to wait for an answer. I have plans to meet with our State Representative Mike Dovilla and other lawmakers. In addition I am working again with Cuyahoga Heights School Board Member Reno Contipelli and North Olmsted School Board Member Terry Groden to organize another Educational Roundtable Discussion for schools in Ohio’s 24th Senate District on the state budget. We plan to bring lawmakers here to engage in direct dialogue with key stakeholders to discuss how we move forward with this new school funding plan. The work has just begun!

State House Update

Kasich selects Lima for State of the State speech
Governor John Kasich announced plans to deliver his annual State of the State address in Lima on Feb. 19 at 6:30 p.m. This once again breaks the tradition of presenting the speech from the chamber of the Ohio House of Representatives.

Budget and school-funding proposal
The administration’s budget proposal, including a school-funding plan, is expected to be released on Feb. 4. In addition to primary and secondary education funding, the proposal also is expected to include tax reform, higher education funding and Medicaid changes. This will be something I plan watch closely and already have plans to meet with our State Representative Mike Dovilla and our other lawmakers on the upcoming budget.

SINCE MY LAST SCHOOL BOARD UPDATE

The School Board met on for its annual Organizational Board Meeting on January 14th. The Board re-elected Dr. John Kelly as Board President and Anne Reinkober as Board Vice President for 2013. The Board approved various items required annually by law.

Right after the Organizational Board Meeting on January 14th the Board also met for its January Regular Board Meeting. Some highlights from the meeting. The Board recognized a NRHS student for their involvement in the Young Marine Program and being the Regimental Young Marine of the Year. Semper Fi! SINCE MY LAST SCHOOL BOARD UPDATE

The School Board met on January 9th for a Board Work Session. Board got an update on the Ohio Online Academy. The board had discussion on what or any revenues the school district would see from the casino. The Treasurer had not received any word on how it will be distributed and was concerned that it would be a repeat of how we get Ohio Lottery funds. The board had a brief discussion on possible board goals. The board got an update on the Valley Vista Elementary boiler. The boiler is now fixed and operational.
The Board had an Executive Session to discuss details relative to security arrangements and emergency response protocols for the district and personnel. The Board also reviewed the Organizational and January Regular Meeting agenda items, and such other matters that came before the Board.

School Board Member Dan Langshaw starts 2013 with a record setting 37th Consecutive Monthly Constituent Coffee

FOR IMMEDIATE RELEASE

January 5, 2013

(North Royalton, Ohio)—North Royalton School Board Member Dan Langshaw held his normal Monthly Constituent Coffee on a nice cold Saturday morning on January 5th at Mugshotz Coffee & Smoothies in North Royalton. Dan holds these coffees in order to stay in touch with fellow residents and listen to their feedback one on one. There is no appointment necessary. Residents simply stop by grab a nice hot cup of coffee and talk to Dan. But this wasn’t any ordinary coffee, for Dan Langshaw this marked his record setting 37th Consecutive Monthly Constituent Coffee since taking office on the North Royalton School Board back in 2010.
