Dan Langshaw’s Testimony before the Ohio House Finance Committee on HB 110 on March 11, 2021

Former North Royalton Ward 3 Councilman Dan Langshaw and former Treasurer for the Northeast Ohio City Council Association testified before the Ohio House Finance Committee on House Bill 110 the state operating budget for FY 2022 and FY 2023 at the Statehouse in Columbus, Ohio on March 11, 2021. He urged lawmakers for more COVID-19 relief funding for local governments, small businesses, and Ohioans in the budget. He also described what areas of the budget were positive and other areas needing to be improved upon before the General Assembly approves the overall state budget before the June 30th deadline.

May 6, 2019 North Royalton Ward 3 Councilman Dan Langshaw & Ward 4 Councilman Paul Marnecheck House Bill 166 Joint Testimony before Ohio House Finance Committee

Chairman Oelslager, Vice Chair Scherer, Ranking Member Cera, and committee members. My name is Dan Langshaw and I am the Ward 3 Councilman on the North Royalton City Council. I am also accompanied by my colleague North Royalton Ward 4 Councilman Paul Marnecheck. Thank you for the opportunity for us both to testify on House Bill 166 the State Operating Budget.

The residents we both serve and all Ohioans wonder why there are so many communities having to put more levies, bond issues, and other ballot measures these days? Why are our highways, roads, bridges, and infrastructure falling apart in our state? The answer is looking you in the mirror. It is the leadership in Columbus for almost a decade that has caused this mess. Local governments historically have not been getting the funding they desperately need to address these issues in our communities.

Chairman Oelslager, Vice Chair Manning, Ranking Member Skindell, and committee members. My name is Dan Langshaw and I am the Ward 3 Councilman on the North Royalton City Council. Thank you for the opportunity to testify on Substitute House Bill 49 the State Operating Budget.

Why am I here today? It is simple our Governor John Kasich and you our leaders in the Ohio General Assembly are failing to listen to the concerns of my constituents, my fellow local government leaders, and all Ohioans in this next state budget. What makes matters worse, is in the Governor’s original budget proposal he called for changing how our state allocates the over $368 million dollar local government fund to be allocated based on need, or the local governments “capacity” to raise local revenue. This is a complete betrayal against everything that this fund was established for dating back to 1930s.

Attended on July 18th the half-day HB 153/State Budget Regional Seminar at the Cuyahoga Valley Career Center, sponsored by the Ohio Association of School Business Officials, Buckeye Association of School Administrators, and the Ohio School Boards Association. The seminar covered an overview of HB 153, update on the Federal ARRA and Ed Jobs Funds, and an update on the status of SB 5 Ballot Issue.

State Budget Update

I hope everyone’s summer is going well. I just wanted to give you all a quick update on the State Budget HB 153. On Monday June 27th the joint legislative state budget Conference Committee met late to debate what is assumed to be the final version of Amended Substitute House Bill 153, the biennial budget legislation. After more than several hours of deliberation, the committee voted along party lines (4–2) to recommend a final product to both houses. On Tuesday June 28th the Senate voted approved the committee’s recommendation. Today the House also approved the Conference Committee’s recommendations. The budget now goes to Governor John Kasich a day to sign the bill into law, which is just in time for the new fiscal year to begin this Friday. Read More…

State Budget Update

I just wanted to give you an update on the State Budget. Preliminary reports regarding the Senate’s substitute budget bill (HB 153) indicate that the following will be included:

• Restoration, for all districts, FY2011 levels of state foundation formula funding (minus stimulus dollars) for both FY2012 and FY2013.

• A $17/pupil award for all districts in which report card rankings were excellent or excellent with distinction.

• Removal of most of the language mirroring provisions in S. B. 5.

• Removal of most of the language inserted by the House that would liberalize charter and voucher authority.
