Greetings Ward 3 Resident,

I hope everyone had a great Thanksgiving with their family and friends! About 11 more days till Christmas! As we approach the end of 2017, things remain relatively busy in City Government with much to update you on below.

Thank You
I just like to take a moment and thank you the residents for recently re-electing me in the November 7th General Election to serve another two-year term on City Council. Theodore Roosevelt once said, “this country will not be a good place for any of us to live in unless we make it a good place for all of us to live in.” This quote sums up my core mission as a city councilman to make both our ward and city a better place for all our families to live together. It is my greatest honor to continue to serve the over 5,500 residents that call North Royalton Ward 3 home and being their voice on city council. In January I will be officially sworn in for my third elected term on City Council. I look forward to continuing to serve Ward 3!

Special Announcement

The First Family of North Royalton Ward 3 we were extra thankful this past Thanksgiving! My wife Marissa and I with the help of Henry and Missy recently made a special announcement that our family will be expanding in May of 2018! Thank you to all those who have offered their congratulations! It so great to raise our family here in this great community with all of you!

Council Update

Highlights from Council Meetings
Some highlights from the City Council Meetings for November. Council approved Ordinances 17-118,17-119, and 17-120 confirming the Mayor’s appointment of a new police officer and firefighter/paramedics. Read More. Council also approved Ordinance 17-134, 17-135, and 17-136

granting easements for the Route 82 road improvement project. Read More. Council approved Ordinance 17-137 that authorizes the City of Cleveland, Division of Water to reduce the sewer charge for all users that are connected to the North Royalton Consolidated Sanitary Sewer District, but don’t have water meters that show actual water consumption. Currently, those users are charged 2.5 mcf per quarter, totaling 10 mcf per year. The rate is based on the recent rate study, this legislation reduces the amount to 40 mcf per month, totaling 4.8 mcf per year. This change will take effective on January 1, 2018. Read More.

2018 Budget Update
City Council has been reviewing the 2018 City Budget. Once again it is very conservative and solid balanced budget. The Budget is on Third Reading Consideration and will get approved at the December 19th Council Meeting. Read More.

City Update

Chippewa Creek Headwater Trail Project

The Chippewa Creek Headwater Trail project is almost completed and expected to be ready by the end of year for people to use. In the spring there will be a formal opening. Read More.

Ohio Turnpike Sound Wall Project
Our City was awarded an almost $1 million grant from ODOT through the Turnpike Mitigation Program. Our City elected to “pool” their grant with 3 other communities that were also awarded grants for Sound Walls along the Ohio Turnpike to get a better pricing package. Great Lakes Construction was awarded the project and the walls are now complete. The walls start near Bennett Road and end near York Road along the north side of the Ohio Turnpike.

EMS Levy Passes
The EMS Levy passed on the November 7th General Election ballot. Thank you for your support of this vital emergency service for our community! Read More.

Sewer Rate Study
City Council has been reviewing the results of the five-year sewer rate study and has legislation pending based off recommendations for restructuring the rates. I believe the legislation before City Council will help reduce costs for seniors, those on a fixed income, well-water users and provide a fairer system for our rates for all, while keeping North Royalton’s sewer rates one of the lowest compared to other cities in our area that tack on additional charges that most aren’t aware of. Taste of North Royalton
On November 2nd attended the Taste of North Royalton which helps support the North Royalton School District’s Educational Foundation and Stadium Foundation.

St. Albert The Great School’s Veterans Day Celebration
On November 11th attended St. Albert The Great School’s Veterans Day Mass & Military Salute. It was great to be among so many of my fellow Veterans from WWII, Vietnam, Korea, Persian Gulf, Iraqi, Afghanistan, Global War on Terrorism, and still serving. Thank so much to St. Albert The Great School, students, staff, and all those who put on such a great Veterans Day celebration! It was an honor to be invited!

North Royalton Holiday Lighting Ceremony and Christmas Parade
On November 26th attended the Annual North Royalton Holiday Lighting Ceremony and Christmas Parade. Special thanks to all the community service clubs and volunteers who made it a wonderful event to start the holiday season! Read More.

St. Matthew Church Fire
Last month St. Matthew’s Church on Albion Road here in Ward 3 had a bad fire and will take a year to rebuild. My thoughts and prayers go out to all the parishioners of St Matthews Church during this difficult time. Luckily no one was hurt. Thank you to the North Royalton Fire Department and additional departments that responded to put the fire out. Learn More. Snow Parking Ban Reminder
Since winter has arrived. Here is a reminder about snow parking bans and where to find out if one is in effect. A snow parking ban pertains to all city streets is not cancelled until a North Royalton Police Department supervisor deems all roads safe and clear, which typically occurs after snow plow operations have been completed. Violators of the snow parking ban are subject to parking citations and/or impoundment of their vehicles. If you like to find out if a snow parking ban is in place you can check out the NRPD Facebook page. Ward 3 Recycling Tip of the Month
Do not place holiday lights (tanglers) in your curbside recycling. Tanglers, including holiday lights and power cords, cannot be recycled in your home recycling bin and will cause problems and shut-downs at the local recycling facility. During the Christmas season, retailers including Home Depot and Lowe’s Home Improvement have collection bins for holiday lights. Check at your local store. Christmas Light Source and Holiday LEDs also offer recycling and rebate programs for strings of lights. Recycle your broken, burned out strings of lights, power strips and power cords during the District’s holiday lights recycling program. The Cuyahoga County Solid Waste District accepts strands of lights (holiday lights and other strands) at its facility located at 4750 East 131 Street in Garfield Heights. Drop off in their lobby during business hours M-F 8:30 a.m.-4:30 p.m. The recycling program runs December 1-January 15. No bags or boxes in the recycling bin, please. Place items loose in our lobby drop box and take all bags, boxes and containers home with you. Artificial trees are not accepted. Materials collected are recycled by a local Cleveland company.

Greetings Ward 3 Resident,

Wow the summer is going by fast. It is hard to believe it is already August. Before you know it will be back to school time for the kids. Just a reminder there still is time to donate to the Annual Operation North Royalton Cares Program, which runs till August 9th. The mission of Operation North Royalton Cares is to collect basic school supplies for families of students in need in the North Royalton School Community. The program is supported by the North Royalton City School Community, North Royalton YMCA in coordination with the City of North Royalton Office on Aging & Human Services. Ward 3 Picnic in the Park Event
Back by popular demand. I will be hosting again a Ward 3 Picnic in the Park Event on September 2nd from 1-3pm at Memorial Park Pavilion #2 located at 14600 State Rd in North Royalton. In the case of rain the event will be held inside the community room at city hall. I invite all North Royalton Ward 3 residents & their families to come out to enjoy a fun afternoon in the park. Filled with FREE food, games, and a chance to meet fellow neighbors too. Fire Truck Pizza Company will be serving up their famous pizza. Special appearance by the North Royalton Fire Department for the kids. All those who attend are encouraged to make a donation at the event to help support a local hometown charity of John Owen’s Adventure (JOA), which is working hard to raise awareness for Duchenne’s Muscular Dystrophy and other chronic childhood illnesses. They are also working to develop funds for finding a cure, sustaining the quality of life for these affected children and educating the general public about such illnesses. Council Update

Highlights from Council Meetings
Some highlights from the City Council Meetings for July. Council approved Resolution 17-84 putting a 1.7 mill EMS levy on the November 7th Ballot. This levy would replace the levy passed in 1988 of 1.2 mills and the .50 levy passed in 1993. Read More. Council approved Ordinance 17-90 accepting the bid of Specialized Construction for the asphalt pavement rehabilitation program 2017. Council also approved Resolutions 17-87 and 17-88 confirming the Mayor’s appointments for a new patrol officer and promotion of another officer to Sargent in the Police Department. Read More.

City Update

Old City Hall Update
On July 11th the old city hall was demolished. It served our city well for over 80 years till it couldn’t serve no more. I look forward to seeing this site redeveloped so that all residents can enjoy it and our city green for generations to come! Read More.

2017 City Road Program Update
This year’s road program includes rehabbing Tilby Road, Parkdale Drive, and Royalhaven Drive. Work is expected to begin on August 7. The Service Department is also working on cracking sealing roads throughout the city too. I have requested a number of streets/roads in Ward 3 to be on their list of road repairs. If there are any additional areas in need of repair please email me the location at ward3@northroyalton.org. Ward 3 residents who live near Buntingtree Condos a private contractor will be doing road repairs to a portion of Washington Ave near the York Road entrance sometime in August. Read More.

Chippewa Creek Headwater Wetlands Park Project Update
Cavanaugh Building Corp was awarded the contract for the Chippewa Creek Headwater Wetlands Park project that is on the city-owned property between the YMCA and library. Construction to hopefully be completed by this year. Read More.

Cedar Estates Retention Basin Project Update
The Cedar Estates Retention Basin Project is well underway and on schedule. This project is the last remaining project that the City planned to undertake as part of the $5 million capital project list that began back in 2007/2008. Currently the northern basin (the larger of the two) is being excavated. The outlet and equalization pipes are being set and headwalls being formed.Please use caution in this area of York Road between Tilby Road and Sprague Road as trucks are entering and exiting the roadway from the project site on the west side of York Road. New City & UH Partnership for Senior Center
The Mayor recently announced a new partnership with University Hospitals to manage the city senior center which will help enhance health and wellness programs for seniors. Read More.

2017 Operation North Royalton Cares Program
The Eighth Annual Operation North Royalton Cares Program will run from July 18th through August 9th. The mission of Operation North Royalton Cares is to collect basic school supplies for families of students in need in the North Royalton School Community. The program is supported by the North Royalton City School Community, North Royalton YMCA in coordination with the City of North Royalton Office on Aging & Human Services.

Items in high demand this year include backpacks, wide-ruled notebooks and paper not college-ruled, dry-erase markers and erasers, red pens, USB flash drives, TI-100 calculators and gift cards in any amount to stores like Target, Walmart, Giant Eagle, CVS, Drug Mart, Office Max, Staples, Rite Aid etc.

A full wish list of supplies include backpacks, folders with and without pockets, pencils, pencil boxes, markers, glue and glue sticks, highlighters, headphones (no earbuds), USB flash drives, black and blue pens, red pens, rulers, protractors, colored pencils, tissue boxes, wide-ruled notebooks and paper, crayons, scissors, index cards, three-ring binders, washable markers, Sharpie markers, dry-erase markers and erasers, the TI-100 calculators and hand sanitizer.

The Food Bank shelves are looking sparse, please help our local Food Bank Partnership (Royal Redeemer/Kiwanis/City of North Royalton). Here is a list of the most needed items: Cereal, Oatmeal, Peanut Butter, Jelly, Chunky Soup, Mac-n-Cheese, Tuna, Tuna Helper, Rice or Instant Potatoes, Spaghetti Sauce, Pasta, Pancake Mix, and Syrup. On July 8th participated in the City of North Royalton Office on Aging & Human Services and Royalton Hills Lions Christmas in July Event that helps support the North Royalton Salvation Army Unit. I enjoyed wearing the big red suit and supporting this great cause! Thank you to all those who made this event a success! Read More.

Best Wishes!
It was great to get interviewed on July 28th by James Sinclair so he could get his First Class Rank for Boy Scouts. He had some good questions for me about what I do serving on City Council and things going on in our city. I think he especially liked being North Royalton Ward 3 Councilman for a few minutes! Best wishes to him in obtaining his new rank and special thanks for all the great things he is doing to help our community through the Boy Scouts!

Sewer and Water Billing Change FYI
Just a reminder residents will be getting a combined monthly water and sewer bill. Also residents will just get a quarterly bill for the Northeast Ohio Regional Sewer Districts’ Stormwater Management Fee instead of a monthly bill. Read More. Help for Veterans & Their Families
Cuyahoga Community College is hosting an event at its’ Western Campus located at 11000 Pleasant Valley Road in Parma. August 10th-12th for veterans and their families to learn how to claim benefits.Parking is free. Click Here to learn more.

Ward 3 Recycling Tip of the Month
Drop off your old varnishes, fertilizers, cleaners, fluorescent bulbs, and other items that can’t go into a landfill at the Service Yard, 11545 Royalton Rd. Collection is year round from 8:00am to 3:00pm on Saturdays. You can bring oil-based paint, but NO LATEX PAINT.

North Royalton Community Festival Parade is on August 20th Steps off at 3:00pm from St. Albert the Great and proceeds down Ridge Rd. to the North Royalton High School.

North Royalton Band Boosters Fill the Truck Event
North Royalton Band Boosters will partner with Easter Seals Northern Ohio to not only raise money for the North Royalton Marching Band, but also to help local children and adults with disabilities. An Easter Seals truck will be parked west of the North Royalton Board of Education offices at 6579 Royalton Road Friday, August 18th from 4:00pm to 9:00pm (during the Marching Band Parent/Family and Friends preview night), Saturday, August 19th from 10:00am until 6:00pm, and Sunday, August 20th from 1:00pm to 6:00pm (during the North Royalton Community Festival). Donations being accepted clothing, blankets, towels, shoes, purses, stuffed animals, cloth lunchboxes, backpacks, even stained items can be recycled. (All donations are tax deductible and you will receive a receipt when you drop off your items).

Greetings Ward 3 Resident,

Today July 4th marks the 241st birthday for our nation. For generations we as Americans have been blessed to live freely. It is easy to forget sometimes the true meaning behind Independence Day. Benjamin Franklin said it best “Where liberty dwells, there is my country.” A big reason why we are a free is because of the sacrifices made by our brave men and woman in the US Military. So today if you see a veteran or a service member in uniform, thank them for their service.

As City Council approaches its’ upcoming summer recess in August there are still a number of things going on in your City Government to update you on below.

Rumpke Rubbish & Recycling Holiday Schedule Reminder
In observance of Independence Day, Rumpke trash and recycling collection will be delayed one day the rest of the week of July 4th. This means Tuesday to Wednesday, Wednesday to Thursday, Thursday to Friday and Friday to Saturday. Rumpke will resume its normal schedule the week of July 10th. If you have any questions, please call Rumpke at 1-800-828-8171.

Council Update

Highlights from Council Meetings
Some highlights from the City Council Meetings for June. Council approved Ordinance 17-85 accepting the of Cavanaugh Building Corporation for the Chippewa Headwaters Park Project. Council approved Ordinance 17-77 accepting the bid of Baumann Enterprises to demolish old city hall. Council also approved Ordinance 17-78 the bid of Specialized Construction Inc. for the 2017 asphalt pavement rehabilitation for Tibly Road.

Building & Building Codes Committee
The Building & Building Codes Committee had continued discussion on my proposal for legislation to address perpetual yard sales that are causing blight and safety issues in the city. I am in the process of drafting formal legislation and hope to have it on the Council agenda for mid July. Read More.

Finance Committee
The City Council Finance committee has been discussing Ordinance 17-84 to put an EMS levy on the November Election ballot. This would replace the old 1.7 mills EMS levy which costs the owner of a $200,000 home approximately $5 per month, and replace it with a new 1.7 mill that at today’s costs would increase that monthly cost by almost $5, for a total of about $10. This would generate an additional $630,000 annually, a total of $1.4 million, for the department. As a result House Bill 920 and the most recent state budget that was passed by the Ohio General Assembly the state funding cuts continue to get worse and impact our community. This EMS levy is vital to maintaining this important service to our community. Read More.

Old City Hall Update
City Council approved the bid of Baumann Enterprises to demolish the old city hall building sometime by the end of this summer. Read More.

Senior Transportation Change
If you are a Senior in need of transportation for a medical appointment, group grocery shopping or a North Royalton Senior Center approved activity after July 3, 2017, you now need to call the STC (Senior Transportation Center) Call Center to schedule, and their number is 216-265-1489.

2017 City Road Program Update
The bids came in for the road resurfacing project for Tilby Road. Initially, it was believed this would be our only fully resurfaced street this year, but because the project was significantly under the budget estimate the city is will also be going to bid out for Royalhaven Drive and Parkdale Drive to be done this year too. Cedar Estates Regional Basin Project

Construction has began back in May and is being done by DiGioia Suburban Excavating. Currently the northern basin the larger of the two is being excavated. Please use caution when driving in this area of York Road between Tilby Road and Sprague Road as trucks are entering and exiting the roadway from the project site on the west side of York Road.

Sidewalk Grant
The city recently received good news from the Northeast Ohio Areawide Coordinating Agency that it has been awarded $108,000 grant through a Transportation for a Livable Communities Grant to install sidewalk from City Hall to RT 82 along State Road. Increasing connectivity in our city has been something I have been advocating for the last few years. I think this a good first step in doing that. Read More.

Support for the Taylor & Pifer Families
My thoughts and prayers go out to the Taylor and Pifer families on the tragic loss of Suzanne, Taylor, and Kylie on June 10^th. Thank you to all the neighbors, community members, and all those who have been so supportive of these families during this time tough time. I especially want to thank the North Royalton Police Department, BCI, FBI, and all the law enforcement agencies that worked around the clock to quickly capture their suspected killer and will ensure that he is brought to justice for his crimes. What happened to those ladies was a result of evil in the world we live in and by a monster. This unfortunately can happen anywhere. The community vigil and their memorial services shows that there is much more good in this world and evil will never win! Click Here to learn more.

Ward 3 Recycling Tip of the Month
First things first, a little R & R & R. The aphorism is so tired it almost might seem like “reduce, reuse, recycle” should go without saying. Most of us have only really heard the last third of the phrase, and they’re ranked in order of importance, but there are several steps we should consider before recycling. Reducing the amount that we consume, and shifting our consumption to well-designed products and services, is the first step. Finding constructive uses for “waste” materials is next. If it’s broken, fix it don’t replace it! If you can, return it to the producer (especially electronics). Or better yet – don’t by any packaged goods! Tossing it in the blue bin should be last. (The garbage can is not on the list, for good reason.) Through a balance of these three principals you can easily see your landfill-destined waste dwindle fast. A good example of recycling is setting your empty water bottles in the bin on the curb. But by using a water filter and reusable container you can reduce or completely eliminate your need for disposable plastic bottles.

Reminder to Keep Ditches Clear of Debris
With the recent rains that we have had in our community, it is important to remember your responsibility as a homeowner to keep all ditches, swales and drainage ways on your property “free and clear”. Failure to keep these areas unobstructed can result in flooding in areas not intended to flood. Remove leaves, twigs and garbage from ditches that may obstruct the flow of storm water so that the water can travel along it’s intended path. Most importantly city ordinance requires this. North Royalton Salvation Army Christmas in July
Join us on Saturday, July 8^th from 10:00am – 2:00 pm at Discount Drug Mart, 5500 Walling Road The Royalton Hills Lions and Discount Drug Mart are hosting our annual Salvation Army “Christmas in July” event. We will be selling Krispy Kreme donuts, grilling hot dogs, selling chips and soda all to raise funds for our local Salvation Army Service Unit to help those less fortunate with school clothes and utility disconnects in our community. Our infamous boy’s scouts are returning to wash up your vehicle I believe I might have heard a little rumor about a jolly old fella whose belly shakes like a bowl full of jelly planning a visit and bringing the Mrs. with him too! So bring those checkbooks, dirty cars and empty bellies and enjoy the morning. Click Here for more information.

Operation North Royalton Cares Program Kick-Off Event
Operation North Royalton Cares Program will Kick-Off with an Event on July 18th from 5:00pm-7:00pm at The 3 Spot located at 13855 Ridge Road here in North Royalton. The entire community is invited to come enjoy a FREE sampling of light appetizers. The only request is that everyone who attends the Kick-Off Event bring at least 3 school supplies or more in support of Operation North Royalton Cares Program.

2017 Operation North Royalton Cares Program
The Eighth Annual Operation North Royalton Cares Program will run from July 18th through August 11th. The mission of Operation North Royalton Cares is to collect basic school supplies for families of students in need in the North Royalton School Community. The program is supported by the North Royalton City School Community, North Royalton YMCA in coordination with the City of North Royalton Office on Aging & Human Services.

School supply donations can be dropped off at the designated purple and gold boxes at the following locations (More Locations to come):

Also I have been married to my wonderful bride and First Lady of Ward 3 Marissa for almost 5 months now. Wow, time really has flown by this year! As we approach the end of 2016, things remain relatively busy in City Government with much to update you on below.

Greetings Ward 3 Resident,

I hope everyone had a fun and safe Halloween. Also what a good fight our Cleveland Indians put up in the World Series this past week in Game 7. Although they fell short to those Chicago Cubs, congrats still for a great season by them and being the 2016 American League Champions! Looking ahead the holiday season is close upon us, things continue to remain relatively busy here in city government as we start to prepare the 2017 city budget. Before I get into my update for this month, just have a few quick reminders.

Daylight Savings Time Ends

Don’t forget Sunday, November 6th we go off daylight savings time. Please remember to turn your clocks back one hour. Also it might be a good idea to check all the smoke detector and carbon monoxide detector batteries in your home too; just to make sure they are working properly.

Wow the summer is going by fast. It is hard to believe it is already August. Before you know it will be back to school time. Just a reminder there still is time to donate to the Annual Operation North Royalton Cares Program, which runs till August 12th. The mission of Operation North Royalton Cares is to collect basic school supplies for families of students in need in the North Royalton School Community. The program is supported by the North Royalton City School Community, North Royalton YMCA in coordination with the City of North Royalton Office on Aging & Human Services. Save the Date

Ward 3 Picnic in the Park Event
I will be hosting a Ward 3 Picnic in the Park Event on September 3rd from 1-3pm at Memorial Park Pavilion #2 located at 14600 State Rd in North Royalton. In the case of rain the event will be held inside the community room at city hall. I invite all North Royalton Ward 3 residents to come out to enjoy a fun afternoon in the park. Filled with FREE food, games, and a chance to meet fellow neighbors too. Special appearance by the North Royalton Fire Department for the kids. Residents will also have an opportunity to explore all the recent improvements to Memorial Park such as the new fountain by the pond, playground, and city hall. All those who attend are encouraged to make a donation at the event to help support MDA (Muscular Dystrophy Association) which mission is to improve and help save the lives of the more than 1 million Americans affected by muscle diseases. Greetings Ward 3 Resident,

Today July 4th marks the 240th birthday for our nation. For generations we as Americans have been blessed to live freely. It is easy to forget sometimes the true meaning behind Independence Day. Abraham Lincoln said it best “Government of the people, by the people, for the people, shall not perish from the Earth”. A big reason why we are a free and great nation is because of the sacrifices made by our brave men and woman in the US Military. So today if you see a veteran or a service member in uniform, thank them for their service.
