Ward 3 E-Newsletter: December 2018

Greetings Ward 3 Resident,

I hope everyone had a great Thanksgiving with their family and friends! About 21 more days till Christmas! As we approach the end of 2018, things remain relatively busy in City Government with much to update you on below. Two quick things before I get into my update that I like to bring to your attention.

National Day of Mourning
President Donald Trump has declared tomorrow Wednesday December 4th a National Day of Mourning in honor of the late President George Herbert Walker Bush, the 41st president of the United States who died November 30th. Please be aware that all federal offices, some banks and courts will be closed.The United States Postal Service will suspend regular mail deliveries, retail services and administrative office activity. The Postal Service will provide limited package delivery service on that day to ensure that the network remains fluid.


2018 North Royalton Ward 3 Neighborhood Holiday Lighting Contest
I invite all Ward 3 residents to participate in the First Annual Ward 3 Neighborhood Holiday Lighting Contest. CLICK HERE to watch contest video for details. The purpose of the contest is to stimulate and enhance a sense of community by rewarding North Royalton Ward 3 residents that go above-and-beyond in decorating their home for the winter holiday season.

Contest Rules
1. Entry is FREE, no cost or fees apply.
2. Participation is open only to North Royalton Ward 3 Residents.
3. Decorations must be visible from the street only for judging.
4. Last day to submit online entry form is Saturday, December 22nd, 2018.
5. Decorations for the contest must be available and lit up on December 23rd between the hours of 6:00pm and 9:00pm for judging.
6. Contest winners will be announced on December 24th.
7. All participants agree to have one or more photos of their decorated residence exterior posted on Councilman Dan Langshaw’s Facebook page, Twitter, website, and E-Newsletter. Participants agree there will be no compensation of any kind for said postings or publication.
8. In addition, there will be a Facebook contest for those who submit a photo and address for residents to vote on. Facebook contest Winner will be announced on December 30th.

Council Update

Highlights from Council Meetings
City Council was on recess for the month of November. Council passed Resolution 18-112 and Resolution 18-113 confirming the Mayor’s appointments of Michael Zielinkski to City Fair Housing Review Board and Judith Stavole-Mclaughlin to serve as part-time Director for the City Office on Aging & Human Services. Council also passed Ordinance 18-122 creating a Tax Increment Financing District to capture a percentage of the increasing real estate tax values of the Traditions at Royalton Place senior apartments to be used to fund future public improvements in and around this area that will benefit part of Ward 3 too. Read More. Council also passed Ordinance 18-123 selecting Leopardo to conduct detailed energy audit that will help the city identify electrical upgrades that could save thousands of taxpayer dollars. 2019 Budget Update
City Council has been reviewing the 2019 City Budget. The budget is extremely conservative and solid balanced budget while dealing with an estimated $900,000 in additional state funding cuts. The Budget is on Third Reading Consideration and will get approved tonight December 4th Council Meeting. Read More.

City Update

2018 City Road Repair Program Update
Sprague Road has been repaired and striped, and the Police Station Parking Lot has been completed. Work has been completed on the Wastewater Treatment Plant “A” facilities pavement and should be completed in a few weeks. Repairs are wrapping up on Akins Road, Delsy Drive, Lynn Drive, Gabriella Drive and Glenwillow Drive to make base pavement repairs. The chip seal and fog seal will be applied to these roadways next Spring 2019. Read More.Route 82 Widening Project Update
The widening of Route 82 between W. 130th Street and York Road has officially begun as of November 5, 2018. The contractor for this project, DiGioia Suburban Excavating of North Royalton. OH, has begun to place the temporary pavement along the north side of Royalton Road.  This will allow for the shifting of two-way traffic to the north and allow for the widening on the south side to begin. A detour is in place so please follow this detour to avoid traffic delays during construction.  The contractor will be working on the large storm culvert just east of Olesia’s Place first, and then proceed to replace the storm sewer system and water main along the project corridor.  Expect delays during construction s this is a major widening project anticipated to last until July 2021.The Cuyahoga County Public Works Department is responsible for construction of this project.  Any questions should be directed to their field office in North Royalton at 440-628-9229. The anticipated completion is July 2021. This includes work during two consecutive winter seasons. The City understands that this is going to be a major inconvenience. Taste of North Royalton
On November 1st attended the Taste of North Royalton which supports the North Royalton City School District Stadium and Educational Foundations. The food was amazing! Thank you to all those who put this fun event on for our community!NOCCA Fall Forum
On November 15th attended the Northeast Ohio City Council Association’s Fall Forum about Key Issues in County Government. It was great hearing from guest speaker the Cuyahoga County Executive Chief of Staff Earl Leiken and other County Officials.
Ringing the Bell

On November 24th my son Henry and I had a great time ringing the bell at Giant Eagle for the North Royalton Salvation Army Unit! All the money raised helps residents in need right here in North Royalton.Read More.
Christmas Parade and Holiday Lighting Ceremony
On November 25th my son Derek and I had a great time at the Annual North Royalton Christmas Parade and Holiday Lighting Ceremony today! Since this was Derek’s first one he wanted dress extra special for Santa! Thank you to all those who make this event so special each year! Read More.
Safety Reminder
Make sure you STOP when school buses are picking up or dropping off students throughout our ward and city! Pay extra attention especially on the main roads! If you see someone break the law by not stopping their vehicle please get the plate number and a basic description of the vehicle and report it to the North Royalton Police Department at 440-237-8686. Since the snow has arrived. Here is a reminder about snow parking bans and where to find out if one is in effect. A snow parking ban pertains to all city streets is not cancelled until a North Royalton Police Department supervisor deems all roads safe and clear, which typically occurs after snow plow operations have been completed. Violators of the snow parking ban are subject to parking citations and/or impoundment of their vehicles. Condolences
My prayers go out to the Archangel Michael Church, friends, and loved ones of Helen and Dennis Lucak on their tragic loss. Thank you to the North Royalton Police Department and all the other Law Enforcement Agencies that worked around the clock to quickly catch the suspect and bring him to justice of these heinous murders. Thank you to the North Royalton Fire Department for quickly putting home fire out here in Ward 3 at Harbor Light Condo last month! Also a reminder Ward 3 residents with the holidays coming up to be aware of any possible fire hazards and take appropriate safety measures to avoid the risk of a fire. Read More.


Ward 3 Recycling Tip of the Month
Holiday Cardboard Recycling Tips. Don’t worry about removing any tape or labels, those will come off during the recycling process. Remove all packing materials such as packing peanuts or Styrofoam™ blocks. Break down your box or container into a flattened state. Don’t worry if it’s dented, bent, ripped or damaged. Only place cardboard out for collection in dry weather or in a closed recycling receptacle. Place the flattened, clean and dry cardboard in your curbside recycling container or drop it off at a Paper Retriever or River Valley paper drop-off location. These large, green and yellow recycling bins can be found in the parking lots of schools and churches. Cardboard packaging is generally recycled five to seven times and is used to make new products such as cereal boxes, tissues and more cardboard. Cardboard recycling also reduces the number of trees needed for cardboard manufacturing.
