Ward 3 E-Newsletter: December 2015

Greetings Ward 3 Resident,

I hope everyone had a great Thanksgiving with their family and friends! Wow, Christmas is just around the corner. As we approach the end of 2015, things remain relatively busy in City Government with much to update you on.


Thank You
Before I get into my update below. I just like to take a moment and thank you the residents for recently re-electing in the November 3rd General Election to serve another two-year term on City Council. Legendary professional boxer Muhammad Ali once said “Service to others is the rent you pay for your room here on earth”. This quote sums up pretty well why I enjoy what I do. It is one simple word, which is service. It is my honor to serve the over 5,500 residents that call North Royalton Ward 3 home and being their voice on City Council. On November 25th I was officially sworn in for my second elected term on City Council. I look forward to continuing to serve Ward 3!

Council Update

Highlights from Council Meetings
Some highlights from the City Council Meetings for November. Council passed Ordinance 15-94, an Ordinance amending the codified ordinances of the city of North Royalton 8 Business Regulation and Taxation Code. This legislation is a result of new income tax regulations created by House Bill 5 that was passed by the Ohio General Assembly recently. Council also approved Ordinance 15-95, an Ordinance amending the codified ordinances of North Royalton, Part Twelve Planning and Zoning Code, Chapter 1276 Business Districts, Section 1276.03 Use Regulations for Local Business Districts, and Section 1276.04 Use Regulations for General Business Districts. This legislation clarifies where automobile service stations for sale of gas and accessories can be located in the city. Council also approved Resolution 15-101 to put the joint regional deer control proposal on the March 15, 2016 Primary Election ballot. Council approved Ordinance 15-106, an ordinance authorizing the purchase of a Pierce Dash CF Rescue Pumper truck for the Fire Department.

Streets Committee
Council continued to discuss in the Streets Committee the recommendations from the year long North Royalton Alternative Transportation Study that was conducted by Northeast Ohio Areawide Coordinating Agency. All ward councilmen were urged to reach out to their residents to seek additional feedback on this issue. Read More. I have launched an online survey at https://www.surveymonkey.com/r/NKGPCRQ for Ward 3 residents to give further input on the issue of sidewalks. 2016 City Budget
The City Council Finance Committee held a Special Committee Meeting on November 23rd to review the 2016 City Budget. After reviewing the budget and answering various questions of individual members of Council. The Finance Committee recommended the 2016 City Budget to Council for approval. On December 1st City Council approved Ordinance 15-102 the 2016 City Budget. Some highlights of the budget are that it provides $124,000 for three new Ford Interceptor SUV’s and $60,000 for police station roof repairs for the Police Department, $850,000 for fire truck replacements and $12,500 for part-time summer help to paint fire hydrants for the Fire Department, $225,000 for local road repair program and $70,000 for street marking for the Service/Engineering Department, $45,000 for a new dump truck for the city cemetery, and $18,000 for a new building inspector vehicle for the Building Department. Overall a good and conservative budget once again. Read More.

City Update

City Road Repairs Update
The 2015 City Road Program is near competition. Curbs are being repaired on Akins Road, and catch basin, casting adjustments and curb ramps are being performed on all four roadways. Berming of Abbey Road and driveway ramp transitions will be finalized soon.  Final striping and touch up work to finish the roads should be completed soon.

Joint Regional Deer Control Proposal
On November 16th a packed  Informational Community Meeting was held at city hall in council chambers discussing the joint regional deer proposal with city officials. Read More. At the November 17th City Council Meeting, Resolution 15-101 was unanimously approved by Council to put this issue on the ballot. Residents in North Royalton and other cities in our region of Strongsville, Broadview Heights, Seven Hills, Parma and Parma Heights will have a chance to vote in the March 15, 2016 Primary Election on this issue of controlling the deer population. In addition to hunting, the cities participating in this regional effort would meet on a quarterly basis, and continue to explore more long term solutions that include non-lethal methods like deer birth control.


Around Ward 3

Taste of North Royalton
On November 5th attended the Taste of North Royalton which helps support the North Royalton School District’s Educational Foundation and Stadium Foundation.


Valley Vista Veteran’s Day Celebration
On November 11th attended Valley Vista Elementary School’s Veteran’s Day Celebration. Great job to students, PTA, Principal Hill, and staff for such a wonderful celebration! It was also great to see some fellow Ward 3 residents who are veterans as well at the event.

Informational Public Meeting Joint Regional Deer Control Proposal
On November 16th attended the Informational Public Meeting on the Joint Regional Deer Control Proposal that will be on the March 15, 2016 Primary Election ballot.

Food Bank Thanksgiving Food Box Distribution
On November 21st I helped out at our city’s Food Bank with the Thanksgiving Food Box distribution. This year about 146 boxes were given to those in need here in our community.

North Royalton Holiday Lighting Ceremony and Christmas Parade
On November 29th attended the Annual North Royalton Holiday Lighting Ceremony and Christmas Parade. Special thanks to all the community service clubs and volunteers who made it a wonderful event to start the holiday season! Read More.


North Royalton Ward 3 Sidewalk Survey
I have launched an online survey at https://www.surveymonkey.com/r/NKGPCRQ for Ward 3 residents to give further input on the issue of sidewalks. Council has been debating this issue for over five years. All of the ward councilmen were urged to reach out to their residents in correlation with this issue after the November 4th City Council Streets Committee Meeting. City Council has been reviewing the recommendations from the year long North Royalton Alternative Transportation Study that was conducted by the Northeast Ohio Areawide Coordinating Agency. The study expands upon recommendations made from the 2014 City Master Plan that calls for the city to increase connectivity throughout parts of the city through various methods such as sidewalks, bike lanes, and etc. The study highlights some specific areas of the city to start focusing on for the future in regard to the installation of sidewalks. The only areas in our ward that were recommend are as follows: State Rd. (Wallings Rd. to Castle Dr.) and York Rd. (York Alpha Dr, to W Wallings Rd.). Your feedback and participation are greatly appreciated. The sidewalk survey will run until January 4, 2016. Ward 3 residents who don’t have internet access can pick up a paper version of the survey at the City Council Office at 14600 State Rd. Click Here to complete the survey now.

Snow Parking Ban Reminder
Since we are approaching the start of winter. Here is a reminder about snow parking bans and where to find out if one is in effect. A snow parking ban pertains to all city streets is not cancelled until a North Royalton Police Department supervisor deems all roads safe and clear, which typically occurs after snow plow operations have been completed. Violators of the snow parking ban are subject to parking citations and/or impoundment of their vehicles.
