Hope you are having a good summer and enjoying the nice weather when there is a break in all this rain.
Just a reminder I will be hosting the Ward 3 Summer Ice Cream Social this Sunday, July 28th from 2-4pm at the St. Matthew Orthodox Church Pavilion located at 10383 Albion Rd., North Royalton, OH 44133. All North Royalton Ward 3 residents are invited to attend. Come out and enjoy a fun afternoon filled with great music by DJ Vince, FREE ice cream, and a chance to meet some of your fellow neighbors too. All those who attend are asked to bring one non perishable can food item to help support the North Royalton Food Bank. Event will happen rain or shine.
For the Ice Cream Social Event I am still looking for 1 or 2 more volunteers who would be interested in helping scoop ice cream with me. Also I am looking for 1 or 2 individuals to bring their corn hole game sets to the social too. It would be fun to have a little unofficial corn hole tournament for kids and adults. COUNCIL UPDATE
Some highlights from the July City Council Meetings. Council passed Ordinance 13-86 accepting the alternate bid of Specialized Construction, Inc. for the 2013 City of North Royalton Street Rehabilitation Program. Council also passed Ordinance 13-87 which reduced the number of sergeants in the Police Department from 6 to 5 due to a retirement. As a result of this change it will add 2 more patrol officers for the Police Department. Here is an article that gives a little more background information:

Council approved Ordinance 13-90 which authorized the North Royalton Fire Department to purchase one Ford F-250 pickup truck through the Ohio Department of Administrative Services, Ohio Cooperative Purchasing Program.

CITY UPDATE
Parma Hospital Merger
Parma Community General Hospital and University Hospitals are exploring the possibility of a merger. The two organizations will make a decision sometime at the end of the year. The city is working to learn more about details of this possible merger and what increased services it could bring to residents. Sprague Road Closure
Sprague Road will be closed for approximately forty days from June 18th on. The closure will take place between Hoertz Road and Broadview Road. All traffic will be diverted to Pleasant Valley Road in Parma. The detour is due to the construction of sanitary sewer lines in Broadview Heights and Parma. When completed later this year, Sprague Road will be resurfaced between State Road and Broadview Road.

Speed Limit Reminder
During the summer months many kids are home from school and outside playing in the neighborhoods of our ward. Please be mindful of this and observe the posted speed limits which are typically 25mph on residential streets and 35mph on the main roads of our city. I have received some calls and emails from residents regarding certain trouble spots with speeders in our ward. I have been able to work with the City Safety Director and Police Department help increase safety in some of those areas of concern. The last few months you may have notice the police speed trailer or more police patrolling in various areas of the ward as a result.
Building Code Violations/Vacant Homes
As your Councilman I get weekly reports from the Building Department on various violations by Ward 3 property owners; that city building inspectors have found during their inspections. A common violation I have been seeing that last few months are violations of non-compliance with Section 660.14(a) (b) (c) (d) of the Codified Ordinance of North Royalton titled “Weeds and Grass”. A majority of these properties appear to be either vacant or in foreclosure. Please continue to let me know of any properties like this in our ward, by e-mailing me at ward3@northroyalton.org with the address.
City Nuisance Ordinance
Last year Council passed Ordinance 12-69 which amended Chapter 618 Animals, Section 618.13 Nuisance Conditions Prohibited of the Codified Ordinances of the City of North Royalton to say the following:
618.13 NUISANCE CONDITIONS PROHIBITED. (a) No person shall keep, or harbor, or feed any animal or fowl in the Municipality so as to create noxious or offensive odors or create unsanitary conditions which are a menace to the health, comfort or safety of the public. (b) No person who is responsible for any animal shall fail to immediately remove the animal’s excrement from public lands or from the property of another, excepting a blind person working with a guide dog. (c) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.

If you have any issues with anyone violating this ordinance please contact Animal Control at 440-237-0665 to make a formal complaint and a written statement. If you do make a complaint please get the report or dispatch number and let me know as well. Without a formal complaint and statement with Animal Control there is not much that I can do to assist you if you continue to experience problems.
