<p>You may have already heard that Cutter Oil Company has officially filed to mandatorily pool, or forcefully use 1.9. acres of city streets and two homeowners properties located in the “The Planets”, the subdivision of Mercury/Apollo/Saturn for Callas Well #8. At the April 16th City Council Utilities Committee Meeting, I voiced my opposition to Ordinance 13-54 based on feedback from residents in our Ward and in Ward 2 where this proposed well is located. I am most concerned about the public safety for our residents and the possible negative environmental impact wells like the one proposed by Cutter Oil will have on our city’s future. So thank you for your feedback on this important issue!</p>
<p>Many of you have expressed an interested to me that you would like a chance to voice your concerns about this matter on the public record. For those of you who are interested there is a public meeting scheduled, where you can do just that. Here is the information:</p>

<p>My name is Dan Langshaw and I am your new Councilman. My name may sound familiar to you because, I served as a member of the North Royalton School Board. Recently, City Council appointed me to the vacant Ward 3 Council Seat after the death of our friend and Councilman Don Willey. I will be serving on the following council committees: Review &amp; Oversight Committee Chair, Safety Committee Vice Chair, and Finance Committee Member. This November I plan to humbly ask for your support so I can continue to serve the residents of Ward 3. In the months to come I plan to host monthly coffees, go door to door to introduce myself to the residents of our ward, and send out a monthly e-newsletter.</p>

<p><strong>COUNCIL UPDATE</strong></p>
<p>Some highlights from the April City Council Meetings. Council approved Resolution 13-53 opposing HB 5 that is pending in the Ohio General Assembly. Below is a good article about the impact of HB 5:<br />

<p>The Utilities Committee had further discussion this month on Ordinance 13-54 regarding an Oil &amp; Gas lease proposed for the planets. Over a dozen residents spoke out against this well and voiced their concerns about this issue during the committee meeting. Council has placed this ordinance on 3rd Reading and has scheduled a Public Hearing on the matter for May 14th at 6pm at City Hall. <p><strong>EMS Renewal Levy</strong><br />
The city is asking residents to continue to support North Royalton’s emergency medical service by renewing a 1.7 mill operating levy. City council put this renewal levy on the May 7th ballot. <p><strong>Annual Hydrant Flushing</strong><br />
The Fire Department began hydrant flushing throughout the City on Tuesday, April 30th and will continue through June 30th. The hours will be from 8:00 a.m. until 4:00 p.m., Monday through Friday. The Fire Department advises residents to check the water for a rusty color before drinking it, beginning food preparation or doing laundry. If the water is discolored, run only the cold water for a few minutes until it is clear. We will be using the City&#8217;s telephone notification system to alert neighborhoods of pending hydrant flushing. If you have any questions; please call the Fire Department at (440) 237-4315.</p>
<p><strong>Recycling Changes</strong><br />
Due to significant changes and restrictions directed by the Ohio Environmental Protection Agency, the City of North Royalton is required to modify our Saturday drop-off recycling program.</p>
<p>After April 27, 2013 we will no longer be able to accept the following materials:</p>
<p>Motor Oil<br />
Antifreeze<br />
Car and tractor batteries<br />
Tires</p>
<p>Conrad&#8217;s at 5118 Royalton Road will accept used tires. There is a $2.00 per tire environmental fee. Used oil, antifreeze and batteries are accepted free of charge at several locations in the immediate area. For example, Advanced Auto Parts at 10200 Sprague Road accepts used motor oil and batteries 7 days a week during their normal business hours.</p>
<p>Please go to www.1800recycling.com for an easy to use website to locate additional merchants who accept used oil, batteries and antifreeze free of charge.</p>

New Recycle Yard Guide</p>
<p><strong>The &#8220;Do Not Knock&#8221; Registry</strong><br />
As we move into Spring we begin to see an increase in activity with solicitors in our city. All solicitors that want to sell their services or goods in North Royalton are required to register and be issued a solicitor&#8217;s permit through the Police Department. Solicitors are required to carry their permit with them at all times when they are working and if requested must produce it for your confirmation. Some residents may want to take advantage of these services. However, if you choose not to have solicitors come to your home you can register with the city&#8217;s &#8220;Do Not Knock&#8221; program. You can sign up on the city&#8217;s website at www.northroyalton.org or you can pick up a registration form at City Hall or the Police Department. We also have a static cling door sticker that states No Peddlers or Solicitors allowed. These static cling stickers are also available at City Hall and the Police Station. Solicitors are given detailed instructions regarding our &#8220;Do Not Knock&#8221; registry and how to work within the guidelines of the ordinance. If you are registered in the &#8220;Do Not Knock&#8221; and a solicitor knocks on your door you should immediately call the North Royalton Police Department non-urgent number at 440-237-8686 to report this activity. In order for the Police Department to take action we need our residents to keep us informed when this activity is taking place. As a city we cannot legislate individuals from approaching your home that are of a political or religious nature or persons trying to influence opinion. As a resident you would have to conspicuously post a &#8220;No Trespassing&#8221; sign on your property to prevent all intrusions.<br />
As always, if you see or suspect suspicious activity please immediately contact the North Royalton Police Department at 440-237-8686.</p>
<p><strong>Yard Waste Curbside Pick Up</strong><br />
Yard waste, such as grass clippings, branches, brush and leaves, will be collected as part of the trash. Branches and brush should be cut into 3ft. lengths and tied in bundles weighing less than 35 lbs.</p>
<p><strong>Yard Waste Drop Off</strong><br />
Kurtz Brothers opened up for the season on Monday, April 1, 2013 and will be open through Wednesday, November 27, 2013 (Mondays through Saturdays). The facility is located at 10789 Royalton Road at the rear of the property. If there are any questions regarding the drop off, call Kurtz Brothers at 440-237-7750. Proof of residency must be given for residential drop off.</p>
<p>All branches must be cut to four-foot lengths and tied in bundles with cotton cord or twine. NO vinyl or wire will be accepted. No logs or limbs over 8 inches in diameter. DO NOT MIX yard waste with dirt, rocks or sod, these items are not acceptable at the compost facility. Please DO NOT USE plastic bags, paper bags containing plastic liners or cardboard boxes.</p>
<p>From April 1, 2013 through November 27, 2013:<br />
Monday through Friday: 7:30am &#8211; 3:30pm<br />
Saturday: 8:00am &#8211; 12:00pm</p>

Residents are reminded that items for pick up should be placed curbside on your scheduled day BEFORE 7AM. Please refer to the Rumpke guidelines for any questions you may have about disposal or call Rumpke at 1.800.828.8171. Large Item Pick-up (furniture, metal items, TVs, appliances) PLEASE CALL RUMPKE 24-hours in advance to schedule pick up.</p>

<p>Hope everyone had a great Easter with their family and friends. As many of you may be aware as of March 28th I have resigned from the North Royalton School Board in order to accept an appointment by the North Royalton City Council to serve out the balance of the late Don Willey’s term of office as the Ward 3 Councilman. On March 29th I was sworn into office as the new Councilman for Ward 3. This will be my last board update. I will miss our amazing students, teachers, administrators, and parents who make the North Royalton City School District such a great place to be! I thank you all for what you do to make a difference. I plan to continue to be involved in supporting our school district in other ways as a member of city council and as a proud NRHS Alumnus. I leave the School Board feeling that the North Royalton City School District is headed in a positive direction. Again thank you for the opportunity to serve you all and the over 4,700 students in the North Royalton City School District. I look forward to continuing to serve our community on the North Royalton City Council. <p><strong>School Board Vacancy Press Release</strong><br />
North Royalton Board of Education Member Dan Langshaw Resigns to Take Seat on North Royalton City Council</p>
<p>The North Royalton Board of Education will be accepting applications to fill the seat of Dan Langshaw after his resignation announcement today to serve on the North Royalton City Council.</p>
<p>Interested individuals can submit their written notice of interest to Rich McIntosh, Treasurer, North Royalton City Schools, 6579 Royalton Road, North Royalton, Ohio 44133 or by email at rich.mcintosh@northroyaltonsd.org.</p>
<p>Deadline is Monday, April 8.</p>
<p>“We thank Dan for his years of service to the North Royalton City Schools and wish him well in his new endeavor as a City Council member,” said North Royalton City School Board President Dr. John Kelly.</p>
<p>As a school board member, Langshaw served as the Royal View Elementary School Liaison, member of the Policy Committee, member of the Building &amp; Grounds Committee, Board Legislative Liaison, Alternate Representative for the City of North Royalton Recreation Board, and Ohio School Boards Association Legislative Platform Committee member.</p>
<p>Interested individuals would serve the remainder of Langshaw’s current term on the North Royalton school board that runs through December 2013.</p>
<p><strong>New Superintendent Search Update</strong><br />
The Board has started first round of interviews with possible candidates to fill the Superintendent position. The Board will be holding a series of Special Board Meetings in the next few weeks as they continue the process.</p>

<p><strong><span style="color: #800080;">SINCE MY LAST SCHOOL BOARD UPDATE</span></strong><br />
The School Board met on March 11th for its March Regular Board Meeting. Some highlights from the meeting. The board was treated to a nice performance by students from Royal View Elementary School’s Braillin’ Buddies Band. They are called the ‘Braillin’ Buddies’ because two of the students are visually-impaired. Board approved 2012-2013 appropriations adjustments in the General Fund. The board approved renewing the contracts of High School Principal Mic Becerra, Director of Curriculum and Instructor Bruce Bradley, Assistant High School Principal Shannon Federinko, and Director of Personnel Gregory Gurka. Board also approved the end of course assessments in American History and American Government in accordance with SB 165. Board authorized the textbook adoptions for the 2013-2014 school year. The Board approved renewing the supervisory contracts for Mechanic Supervisor Jon Capadona, Network &amp; Systems Coordinator Jason Fullington, Transportation Supervisor Joseph Marcinowski, Technology Director John Nickell, Food Service Supervisor Susan Rudolph, and Maintenance Supervisor Wade Schneider. Board approved various retirements, leaves of absences, and appointments of certificated and classified employees. The board approved a point of dispensing agreement with the Cuyahoga County Board of Health. Board discussed other such matters that came before the Board. The Board recessed briefly, then went into an executive session to discuss personnel and adjourned taking no formal action afterwards.</p>

<p>At the <strong>SCENE (School Community Exchange Night for Education)</strong> on March 12th Superintendent Ed Vittardi gave a presentation on the results of the community survey on the bond issue. <p><strong>Superintendent Search Update</strong><br />
The Board met with Finding Leaders about three weeks ago to outline the superintendent’s job description and contract parameters. The Board also shared a great deal of information regarding our school district which is being used by Finding Leaders in their job postings. About four years ago our school district developed focus groups to determine what the ideal attributes are in a candidate for superintendent. The board feels that these qualities that community came up with that led to the hiring of the current Superintendent Ed Vittardi have remained the same. For this current superintendent search the Board will involve staff and community representatives but this time at the end of the process with stakeholder interviews after we have reduced the candidates down to a couple. I will continue to keep you all posted as we make more progress during this process.</p>
<p><strong>New State Superintendent Announced</strong><br />
The State Board of Education voted last week named Richard Ross Ohio&#8217;s next Superintendent of Public Instruction. He will replace Acting Superintendent of Public Instruction Michael Sawyers, who gathered six votes to Ross&#8217; 10. Ross has served as the lead education advisor for Governor John Kasich and is a former school superintendent</p>

<p><strong><span style="color: #800080;">SINCE MY LAST SCHOOL BOARD UPDATE</span></strong></p>
<p>The School Board met on March 7th for a <strong>Board Work Session</strong>. The Board had an Executive Session to discuss details relative to security arrangements and emergency response protocols. After the Executive Session, the board got an update on some of the innovated things the Transportation Department is doing. The board discussed and reviewed the results of the community survey on last year’s bond issue. Board got an update on district’s All Day Kindergarten. Superintendent Vittardi gave the board an update on the recent meeting he and the central office staff had with State Representative Dovilla regarding some legislative issues that impact our school district. Board got an update on the district’s free and reduced lunch program. The Board then had another Executive Session to discuss the employment of personnel and the appointment of a public official. The Board also reviewed March Regular Board Meeting agenda items, and such other matters that came before the Board.</p>
<p><strong>Special congrats</strong> to the North Royalton High School Boys Varsity Basketball team on winning the District Championship against St. Ed’s is past weekend. GO BEARS!</p>

<p>My condolences go out to the Willey Family on the recent passing of Ward 3 North Royalton City Councilman Don Willey. Please keep his family in your thoughts and prayers during this tough time. Viewing is scheduled for 6-8 p.m. March 4 and from 2-4 and 6-8 p.m. March 5 at the Busch Funeral Home at 7501 Ridge Road in Parma. Prayers to be said at 9 a.m. March 6 at the funeral home followed by a 10 a.m. mass of Christian burial at St. Albert the Great Church at 6667 Wallings Road. A private inurnment is planned at Holy Cross Cemetery in Brook Park. The family has asked that any memorials be sent to the American Lung Association, 1301 Pennsylvania Ave., N.W., Suite 800, Washington D.C., 20004 and/or the North Royalton Food Bank Trust, 13500 Ridge Rd., North Royalton, OH, 44133.</p>

<p><strong>Community Survey Results on Bond Issue Update</strong><br />
Over the past several months, the North Royalton City Schools have completed a survey of 500 residents, including school and non-school parents, of North Royalton and Broadview Heights to gage their thoughts regarding the November 2012 bond issue and current needs of the district’s facilities. Preliminary results are in and being reviewed by administrators, the School Board, and members of the Shape Our Schools’ Future Committee. There is a great deal of information to review and we look forward to analyzing what our residents feel are the most important and pressing issues that need to be faced in the near future as it relates to our facilities. We intend to keep the lines of communication open with our residents and school families as we determine next steps in what needs to be done. From what we have seen, voters in the North Royalton City Schools have a positive opinion of the quality of education (91%). In addition, 90% said they are informed about their schools. This number has increased from the 2008 survey. Of the residents surveyed, 69% agreed that the schools do a good job with the tax money they receive. Regarding the bond issue, the survey results revealed that the majority of voters favor most of the improvements. A more detailed analysis of the survey will be discussed at a SCENE (School Community Exchange Night for Education) meeting on Tuesday, March 12 at 6:30 pm in the community room at North Royalton High School. I encourage you and all residents to attend to learn about this.</p>

<p><strong><span style="color: #800080;">SINCE MY LAST SCHOOL BOARD UPDATE</span></strong></p>
<p>The School Board met on February 18th for a <strong>Special Board Meeting</strong>. The Board went into executive session on a personnel issue and adjourned taking no formal action.</p>

The School Board met on February 11th for its <strong>February Regular Board Meeting</strong>. Some highlights from the meeting. School Board President Dr. Kelly announced the board’s decision to use the services of Finding Leaders to aid in the search for the next superintendent. Finding Leaders led the search process that resulted in the employment of Vittardi four years ago. Meetings will commence with Finding Leaders in the next few weeks to initiate the search. The Board approved appointment of Dr. John Kelly as delegate and Anne Reinkober as alternate delegate to the Ohio School Board Association’s Annual Meeting, November 10-13, 2013. The Board also approved 2012-2013 appropriation adjustments. Board approved the North Royalton High School 2013-2014 school year Course Catalog. Board approved various retirements, leaves of absences, and appointments of certificated and classified employees. Board approved resolution to authorize the Ohio Schools Council’s Cooperative School Bus Purchasing Program to advertise and receive bids on behalf of the North Royalton Board of Education for the purchase of school buses as needed and agree to pay a service fee not to exceed $325. Board approved various Parental Transportation Contracts as per Ohio Revised Code Chapter 3327 for students attending schools where bus transportation is not effective for the 2012-2013 school year. Board discussed other such matters that came before the Board.<br />

<p><strong>North Royalton City Schools to Offer Safe School Helpline</strong><br />
There are occasionally times when students or parents would like to provide information to a school but hesitate because they do not want their identities known. Providing open, direct communication with the community has long been a basic practice for North Royalton City Schools. The district will soon be offering the Safe School Helpline, another method to allow parents and community to provide input. The Safe School Helpline utilizes a unique, automated telephone service which allows callers to report an allegation, concern, or suggestion confidentiality and anonymously. The caller’s identity is protected. He or she is never asked to give a name. The voice message is typed then faxed to school officials. In this way, no one except an operator in Columbus hears the voice. Calls are made through a 800 number. If the caller would prefer to speak with a live mental health counselor, they can do so by selecting option ‘3’. For those who prefer reporting via the Internet, reports can be made by logging onto <a href="www.safeschoolhelpline.com" target="_blank">www.safeschoolhelpline.com</a>. Each call is assigned a case number. The caller can then call back to the Helpline to check the school’s progress on the call, or to provide more information. A caller may make a report24/7 and the schools will be notified the next school day. Ordinarily, the principal of the school, where the alleged offense occurred, will investigate. Should a crime such possession of a weapon be reported, the superintendent will be notified immediately; day or night, and he can contact the police department. As with any allegation against a student of staff member, no public action would be take until guilt is proven. Recent polls show that parents’ first concern about schools today is their child’s safety. That is my concern as well. Fortunately, the North Royalton City Schools are very safe. However, no community is immune from the threats of violence and drugs that endanger schools nationwide. We are introducing this Safe School Helpline to help prevent such actions. Funding for this service is through dollars received from a safe and drug free school grant. The North Royalton Wellness Committee has discussed various ways to keep our schools healthy and free of bullying and this is another step in that process. Posters promoting the Safe School Helpline will be located in the schools. Specific information will be sent to parents as well. Safe School Helpline is operated by Security Voice, Inc.</p>

The Ohio House has officially introduced House Bill (HB) 59 the proposed biennial budget bill for FY 2014-FY 2015. It contains language for implementing Gov. John Kasich’s school-funding plan.<br />

This something the school board and administration have begun analyzing the bill and potential impact it could have on our district. I will share more information with you when we have a better understanding of the details.</p>
<p><strong>Kindergarten Registration</strong><br />
As we near the holiday season and the New Year, plans for the upcoming school year are in full swing. North Royalton will be offering both the traditional kindergarten classes and two all-day, every day kindergarten classes, with the option for a third all day every day class if there is enough interest. The all day, every day, kindergarten classes will be a fee-based option (with adjustments made for families with a financial need) and students will be selected using a lottery system. To be eligible for the lottery for all day, every day kindergarten for the 2013-2014 school year, parents must begin the registration process on one of the February registration dates and complete the online INFOSNAP process. The dates are February 26, 27 and 28th in the Community Room adjacent to the High School. Hours for registration are 8:00 -8:00 on February 26th, 12:00 – 8:00 on February 27th, and 8-4 on February 28th. The complete online INFOSNAP registration process and deposit must be completed no later than March 5, 2013. Children whose registration process is completed after this date will not be eligible to participate in the all-day kindergarten program.</p>

<p><strong><span style="color: #800080;">SINCE MY LAST SCHOOL BOARD UPDATE</span></strong></p>
<p>The School Board met on February 7th for a <strong>Board Work Session</strong>. Board got an update on the Ohio Online Academy. The board had got an update on the progress of the Phone Survey on the Bond Issue. The board will get the results of the survey to review sometime in March. Board also got an update on the changes to the few delay starts at the high school to allow teachers and staff to prepare for the new Common Core standards. Because of some traffic issues, the high school will do an early release and the High School Principal will be updating parents and students on these changes as well. Board had a discussion on the state Physical Education Wavier and PE options in the school district. Board had some discussion on the Governor’s budget and new school funding plan. The board and district continue to review the plan and early district simulation figures. Board got an update on the district’s transportation needs for next school year. The Board had an Executive Session to discuss personnel. The Board also reviewed February Regular Board Meeting agenda items, and such other matters that came before the Board.</p>

<p><strong>Superintendent Update</strong><br />
After serving as superintendent for the North Royalton City School District for four years, Superintendent Ed Vittardi announced on February 4th his plans to retire from the district at the end of the school year. Changes effective this school year to Ohio’s retirement system prompted his decision. The Board is in the process of making plans for the superintendent search and will be having a few executive sessions to work out those details. I just like to thank Superintendent Ed Vittardi for his service and for the amazing job he has done leading the North City School District! It has been an honor to work with him these last few years! He will be greatly missed!</p>

<p><strong><span style="color: #800080;">SINCE MY LAST SCHOOL BOARD UPDATE</span></strong></p>
<p><strong>Governor John Kasich’s New School Funding Plan Update</strong><br />
After reviewing Governor John Kasich’s new school funding plan called Achievement Everywhere: Common Sense for Ohio’s Classrooms that was released on January 31st. I must say it is a lot to digest on the surface. While it is encouraging that the Governor says that no district will receive less than it did in the current 2013 fiscal year. I think it is too early to tell if this helps or hurts the North Royalton City School District one way or the other. The details are always what counts with a budget proposal. A key piece of information that we don’t have yet are the simulations by district. Below are some other highlights from the Governor’s School Funding Plan:<br />
• 5.9% and 3.2% increases in base funding for fiscal years (FY) 2014 and 2015, respectively.<br />
• Funds targeted to lower-wealth districts.<br />
• No change from existing levels in the Tangible Personal Property (TPP) and Utility Tangible Personal Property (UTPP) tax replacement payments.<br />
• No districts would receive less money than they do in FY 2013.<br />
• Funds targeted for special needs students and for equal access to early childhood education.<br />
• Grant funds available to help districts investigate innovative programs to maximize resources.<br />
• $8 million for school safety grants.<br />
• Proposed relief from certain mandates.</p>

<p>On January 31st attended <strong>The Taste of Broadview Heights Event</strong>, in support of the Broadview Heights Community Foundation. It was a great event and to have the chance to support the Broadview Heights community in our school district. The School Board met on February 1st for a <strong>Special Board Meeting</strong>. Board went to straight into an executive session for a personnel issue and then adjourned after not taking any action.</p>
<p>On February 2nd held my <strong>Monthly Constituent Coffee</strong> at Mugshotz Coffee &amp; Smoothies. I hold these coffees in order to stay in touch with fellow residents and listen to their feedback one on one. There is no appointment necessary. Simply stop by and talk to me. I will let you know when my next coffee will be for March.</p>
<p>On February 2nd I <strong>met with State Representative Mike Dovilla</strong> during his District Office hours at the North Royalton Library. I discussed with our Representative concerns regarding the Governor’s new school funding plan and the upcoming state budget. It was also good to learn about what key issues that the General Assembly will be working on this session too.</p>

<p><strong>Girl Scouts Troop #71571 Project</strong><br />
I recently received a nice letter some Girl Scout Cadetters who are in the sixth and seventh grade from North Royalton Troop #71571. These students are working towards their Silver Award. For this award they are helping the Womankind Charity by making 50 baby blankets.<br />

Womankind is a no-cost service for pregnant women who are in need of assistance. The service provides high quality prenatal services for women who lack access to traditional providers and offers moms an opportunity for a healthy pregnancy. Each blanket these students are making costs approximately $12 to make. Theses students are looking for folks to help sponsor to help pay for the material and are looking for a donation of $12 to $25. I was moved by their letter and plan to sponsor at least one blanket for this good cause. If you are interested in making a donation please send it to:</p>
